As further background to what you are about to read, I quote Rathbun’s note written in 2001:

Here we have lies used to hide lies amid the most frantic protestations of honesty and noisy advertising campaign about the ethics of the speaker. Beneath the façade of honor, honesty, ethics and ‘one’s sacred word.’ One is apt to find a writhing cesspool of vicious and malicious lies calculated to do the greatest possible harm.’”

Why would Rathbun go to such lengths to weave a complex web of lies as to his “role in handling external attacks and the IRS in particular?” What was he hiding? What had he done to cover up with a web of lies? What was so precious that he would then engage in a 10-year campaign to covertly and systematically take out and undermine any executive or staff who might expose him?
Why is he still lying to this day by playing himself up to rumormongering media as to his role in the IRS religious recognition of the Church? When all he did was carry bags and was otherwise mum.
As to why, we still haven’t uncovered all, but what we have found as been made known in previous articles. We do know this: Rathbun is now all friends and buddy-buddy with numerous past attackers of the Church and I am specifically referring to those attackers prior to 1993. In fact, they are giving him support.
And so it was in November 1993, just weeks after the IRS religious recognition, one of the greatest victories in the history of the Church, Rathbun up and blew. He took off because of some “complex web of lies.” He later returned to staff and for the next 10 years proceeded to carry out his “campaign to covertly and systematically take out and undermine any executive or staff who might expose me.”
While he was on the road during his desertion, traveling from town to town, bar to bar, as he put it, he wrote some notes.
I only present this as further evidence of his mental state and his continuous fight and war with anyone and everyone. To quote from Rathbun’s journal:
“I have never produced anything but chaos.”
“I created all [legal] losses.”
“One has to be constantly alert and constantly willing to create as much havoc as possible with the enemy to make it on those lines.
“I got to the point where I was constantly pushing against the CI [counter intention] of the enemy—always anxious I would miss an opportunity to strike a fatal blow.
“I guess my being in a tough guy valence was correct. I developed it for fear of ever being weak at the right moment.
“The other night I had several beers in a bar and couldn’t get anyone to fight. I wondered why and concluded my battle scars show. I’ll fight to the death and I guess it shows.
“And when the ridge from the enemy drops—i.e. IRS, I don’t know what to do. I’m primed to fight. And I guess I don’t know what to do without the enemy staring me in the face. I suppose something—but I’m not sure what it is.”

I wonder how many good personnel Rathbun managed to dispose of while he was there. Rathbun was on a self-admitted campaign to destroy the Church from inside.

With all these crimes, it’s no wonder why Rathbun blew the Church and accused it of all manner of outrageous falsehoods. He had to find some way of justifying his extreme criminality. And yet he just continues his criminal ways since he left the Church.

How can this lunatic possibly expect to be believed after confessing to this? I marvel at the depth and breadth of his insanity.

I think you’ve spotted him. Rathbun literally views those around him as enemies or potential enemies, someone to fight simply because he’s stuck in incidents where he himself has been done in.
What a nightmare it must be to see the world as Rathbun does. He squirrels because he’s desperate to subdue the threats all around him.

All that happened to you Marty is that you became what you resisted – an enemy to all decent, hardworking people — just what the IRS was developed to be.
MARTY “SQUIRREL” RATHBUN: Beware: the thought of anyone getting squirrel auditing from Marty Rathbun should make one’s blood run cold. The thought of the damage such could wreak on an individual stupid enough to let Marty near them is terrifying. There is no way he is delivering anything with any shades of what L. Ron Hubbard clearly defines as Standard Tech. He is a squirrel in the worst way imaginable. But this should not be anything new…

I do not speak from a lack of familiarity – rather my own personal well of direct contact. I personally had brushes of disaster with this guy – and after the first, I did all I could to minimize any potential contact with him. Call it Damage Control. Each and every encounter was like a bad nightmare of para-reality. Every single, solitary run in that I ever had wreaked of chaos. And when he could get away with it, he turned it on me as if I was the one creating the chaos. (“The overt doth speak loudly in accusation.” -LRH)
I well remember my second encounter with him. He called me to an office and proceeded to rip my face off – when I’d done nothing wrong. After hearing him screaming so loudly at one of his juniors (they were at the back of the building while I was waiting in the front of the building but still could hear it – I was petrified at the velocity of hatred). He then came to the front of the building and turned on me. One of the projects I had worked on was being criticized by a suppressive reporter. So, of course, blame the person who was getting Scientology disseminated – instead of a correct target, the suppressive reporter.
And since he was a high-ranking “executive,” from what he said and did, he had me convinced that I had created a massive transgression against the Church. As a willing person, I was frantic and ended up around the clock for three days to, as he put it, “Take a shred of responsibility,” and make it right.
He freely confessed this in reference to someone else: “…I blamed her for things she didn’t do…I abused [name] and lessened her confidence and drove her frantic.…I created an operating climate of fear on the base. Well, she wasn’t the only one – that was his modus operandi and I was also not only a witness to it but victimized by him abusing his position. This is while he was suppose to be serving L. Ron Hubbard.
And here is a little known fact that he’ll never share with anyone: He is so incompetent that he could not even follow the simple task of going through L. Ron Hubbard’s basics on Ethics technology and presenting it in such a way that people would be able to understand and apply it. Instead, the task fell on another – because he demonstrated such incompetence. That is how he overworked others – sometimes to the point of exhaustion, always with the purpose of creating maximum disturbance and upset – chaos.
So, if he couldn’t do such a simple task, how could he ever apply Standard Tech to anyone?
He is a disgusting coward who is now exposed as the Squirrel and Merchant of Chaos that he is. May he RIP with Adolf (Mike Rinder).

It looks pretty clear to me that Rathbun was incapable of completing a cycle of action, yet another anti-social characteristic that he displays.
It will only be a matter of time until he abandons the squirrel attempts to take over Scn. This will be yet another incomplete cycle.
